In his latest newsletter, Dr. Steven Hotze explains what he sees as the problems with Governor Abbott’s decision to approve a contact tracing program in Texas and what that might look like.

Governor Abbott wants you to be monitored and tracked.
Please join me as a plaintiff in the federal lawsuit that I will be filing against Governor Abbott to stop his surveillance and contact tracing program.
Abbott gave the go-ahead for the Texas Department of State Health Services (DSHS) to sign a $295 million, 27-month contract, with MTX Group late last week to establish a surveillance and contact tracing program for the ostensible reason of controlling the COVID-19 infections. MTX Group will develop a staff of 4000 employees in Texas, consisting of epidemiologists, case investigators, and contact tracers, by the end of May.

MTX Group is a New York company based in Albany. It is managing contact tracing in New York. This contract is being paid for with funds from the federal government. Federal dollars mean federal control. It’s the golden rule. He who has the gold rules.
Abbott agreed to this contract with MTX Group without consulting the Texas Legislature. Abbott said that he and the DSHS have the authority to institute this program without approval of the Texas Legislature.
MTX Group will implement the surveillance and contact tracing program in Texas.
They will be tracking information on every child in public schools as well.
There will be some sort of “health app” that every citizen will be required to download on their phones. This will build a public registry for a future mandatory COVID-19 vaccination. Your movements and location will be monitored by the state by satellite.
Every place of business, restaurant, church or public venue that you visit will require you to have the health app with a QR code before you can enter. Your location will be recorded by satellite at all times.
If you were to test positive for COVID-19, then the government surveillance and contact tracing agency in your city or state would be notified by computer. The information on your phone would be accessed by the state computer system to determine where you have been over the past 7-10 days. The computer program has also been surveilling everyone else and will know who has come within 6 feet of your presence during that time period. Those individuals with whom you have been in contact will be contacted by a government contact tracer and be tested. Even if they test negative, they will be required to quarantine for 14 days.
If you tested positive and live in a home with your family and have only one bathroom, then you would be sent to a government run quarantine location.
If you have children, then Child Protective Services (CPS) would be involved. If your children could not be adequately separated from you while you quarantine at home, then they may be removed by Temporary Emergency Possession Order until you have completed your quarantine and test negative.
Those who are quarantined because they were in your presence within 6 feet, will be quarantined for 14 days. If during the quarantine, that person was to test positive, then everyone with whom they had come in contact in the previous 7-10 days would be visited by a contact tracer and also forced to quarantine themselves. It becomes a never-ending cycle.
Who would want to eat at a restaurant, or shop at a store, knowing that a satellite is tracking your every move and tracking everyone with whom you come within 6 feet of contacting? One day some government contact tracer may visit your home and tell you that you must quarantine yourself, because you came within 6 feet of someone at Home Depot that you didn’t even know, and who ended up with a COVID-19 infection. You can understand how businesses will suffer a loss of clientele in this situation.
New COVID-19 cases and deaths are falling across Texas, across the U.S. and around the world. COVID-19 is running out of steam. We sure don’t need contact tracing now. The government can only want contact tracing to be able to monitor and control you in the future.
The Coronavirus fraud was created by government health bureaucrats who used faulty projections to create irrational fear among the population, leading to mass hysteria and panic. This massive fraud was perpetrated on the public by the fake news media and politicians who acted like tin-pot dictators.
The government officials and media ran around like Chicken Little, crying out, “The sky is falling! The sky is falling!” Unfortunately, many have bought into this deception.
Here are the facts. In Texas only 1 in 1000 people have had the Covid-19 infection. As of May 17, only 1336 deaths of Texans are attributable to COVID-19 out of 30,000,000 Texans. That is a death rate of 1 in 25,000 people. National Geographic states that the lifetime odds of you being struck and killed by lightning during your lifetime is 1 in 3000. If you live in Texas, then you are 8 times more likely to be killed by a lightning strike during your lifetime than die of COVID-19.
Let’s put the COVID-19 deaths in perspective. In 2019 approximately 180,000 Texans died of a host of diseases and events, heart disease, strokes, cancer, diabetes, pneumonia, liver disease, alcohol related diseases, suicide, opioid addiction, Alzheimer’s, and traffic accidents, among others. These account for 493 deaths per day. In Texas, there have been 1336 deaths attributable to COVID-19. That represents less than 1% of the annual deaths. Texas averaged 10 traffic deaths per day, totaling around 3,650 in 2019. Why in the world would Abbott want to destroy our economy over such a de minimis cause of death as this coronavirus?
There was no statistically significant difference in the incidence rate of COVID-19 and the fatality and death rates between the countries that locked down and those countries that did not, like Sweden, Japan, South Korea, Singapore and Taiwan.
Abbott has destroyed our great Texas economy by unconstitutionally shutting down many small, so-called “non-essential” businesses and restaurants, and church services. Every business is essential to the owner, employees, and customers of that business. Two million Texans have lost their jobs and hundreds of thousands of business are bankrupt or on the verge of bankruptcy.
After destroying our economy, Abbott now wants to monitor and track every Texan for COVID-19. Once government starts monitoring your every movement, then what do they do with the information? It won’t stop with public health. It could require you to list your guns. Through this contact tracing program the government would gain access to a host of personal and private information.
You might say to yourself, “Well if that is the case, then I will get rid of my mobile phone.” The government will mandate that you be tracked for the good of public health. They could mandate that you have a microchip placed in your body. To prove that you have a microchip implanted you could be tattooed on your right hand or forehead. Unless you have the microchip in your body, and a tattoo to prove it, then you would not be allowed in any business or restaurant.
Why would Abbott, a supposedly conservative Republican, want to implement an Orwellian, communist style plan of monitoring and tracking citizens like they have in China? My Dad taught me that when someone’s actions seem really out of the ordinary, there is always a money trail somewhere. I am not saying this about Abbott, but lobbyists get paid big bucks by corporations like the MTX Group to get government contracts. These lobbyists have ways to influence those who might have Abbott’s ears.
